Latvian or foreign natural and legal persons and groups of such persons or their representatives established on the basis of a contract or other agreement, who own, legally possess or - in the cases specified by law - use immovable property in Latvia.
The law lays down special procedures for determining a taxpayer in relation to various immovable properties owned or under the jurisdiction of the State or local government.
