Regarding the requirements for recognition of professional qualifications acquired abroad in a regulated profession of a sworn auditor.

Process description

  1. Requirements for applicants wishing to pursue the profession of sworn auditor in Latvia
    In accordance with the Audit Services Law, a natural person shall acquire the status of a sworn auditor after he or she has passed the qualification examinations of sworn auditors in accordance with the procedures specified in this Law, received a sworn auditor certificate issued by the Latvian Association of Sworn Auditors (hereinafter - LZRA) and entered in the Register of Sworn Auditors.

    An examination for the qualification of sworn auditors may be conducted by a natural person who is capable of action, who:
    • has reached the age of 25;
    • has acquired higher education in the Republic of Latvia or abroad in the field of economics, management or finance, or has obtained the qualification of the relevant State auditor abroad. A decision regarding the recognition of the relevant educational documents issued in foreign states, in accordance with the procedures specified in the Education Law, shall be taken BY THE LZRA;
    • the Latvian language;
    • have acquired a minimum of three years of experience recognised BY THE LZRA in the verification of the client's annual accounts as well as in the financial audit;
    • is a person with a perfect reputation.

    A sworn auditor may not be a person covered by at least one of the following circumstances, that is, the person:
    • to whom the insolvency proceedings of a natural person have been declared;
    • who is the defendant or accused in criminal proceedings of committing an intentional criminal offence;
    • convicted of committing an intentional criminal offence (whether or not the person was released from serving a sentence due to limitation, clemency or amnesty);
    • against which a criminal case for committing an intentional criminal offence has been terminated due to a limitation period, settlement, clemency or amnesty or for which the criminal record of the offence has been deleted or removed;
    • dismissed by a judicial judgment in criminal proceedings;
    • whose occupation for ethical reasons is incompatible with the professional activity of a sworn auditor.

  2. Passing a qualification exam
    In order to take the qualification examinations of a sworn auditor, the applicant shall submit THE following documents TO THE LZRA:
    • an application in which it is attested that the applicant complies with the requirements of Section 8 of the Audit Services Law and that the applicant is not subject to any of the conditions referred to in Section 9 of the Audit Services Law;
    • transcripts or copies of documents certifying education (presenting originals) regarding higher education in the Republic of Latvia or foreign states in the field of economics, management or finance, or the qualification of the national auditor acquired abroad;
    • two photographs.

    The application form is available in the “Law on the Procedures for Acquisition and Recognition of Three Years of Experience in Audit Works” approved BY THE LZRA.

    The examination of applicants' applications shall take place for the fee, the amount of which and the procedures for payment of which shall be determined by THE Board of THE LZRA after co-ordination with the Ministry of Finance. Information on payments related to the examination of the applicant's application is available AT THE LZRA.

    An application with the documents accompanying it may be submitted in the presence of THE LZRA by post or e-mail, signed with a secure electronic signature.

    The sorting of proficiency exams for sworn auditors is a fee service. The applicant shall pay the Member fee specified BY THE LZRA by the beginning of the examination session.     The qualification examinations of sworn auditors shall be organised in accordance with the requirements of the Audit Services Law and the Regulations for the Qualification Examinations of Sworn Auditors.
    Information on the qualification examinations of sworn auditors, the composition of the qualification examination commission and the schedule of the qualification examinations shall be available on THE LZRA home page.

  3. Receipt of a sworn auditor's certificate
    A person who has passed all qualified examinations of sworn auditors may submit an application regarding the issuance of a sworn auditor's certificate.

    The form of the submission regarding the issuance of a sworn auditor's certificate shall be available in the “By-law for the certification of sworn auditors”.

    An application with the documents attached thereto may be submitted in the presence of THE LZRA, by post or e-mail, by signing with a secure electronic signature.

    Before issuing a certificate of sworn auditors, the applicant must pay the interventional money in the association “Latvian Association of Sworn Auditors” and the fee for the production of the certificate. Information on payments related to the issuance of a sworn auditor's certificate is available AT THE LZRA.

  4. Recognition of professional qualifications in the profession of sworn auditor in the Republic of Lat
    THE LZRA recognises that the qualifications of a person whose professional qualifications have been acquired in a foreign state (a European Union Member State, a European Economic Area State or a third country) are equivalent to the qualifications of a sworn auditor, and issues a sworn auditor's certificate to that person if that foreign auditor complies with all of the following conditions:
    • has submitted a professional qualification document recognised BY THE LZRA in accordance with the procedures specified in the Education Law, which confirms that the owner of such document, in accordance with the laws of the relevant foreign state, is entitled to perform a professional activity in that country, which is performed by a sworn auditor in accordance with Latvian law;
    • have passed part of the subjects of the QUALIFICATION examinations of sworn auditors OF THE LZRA, which includes the examination of the knowledge of applicants in public law, the Civil Law, labour law and the laws governing social guarantee, commercial and insolvency laws and tax laws;
    • is entered in the register of auditors of the foreign country concerned (Member State of the European Union, European Economic Area State or third country).

  5. If a professional qualification has been obtained in foreign states - passing of the qualification e
    In order to take the qualification examinations of a sworn auditor, the applicant shall submit THE following documents TO THE LZRA:

  6. If a professional qualification has been obtained in foreign states - receipt of a sworn auditor's c
    A person who has passed all qualified examinations of sworn auditors may submit an application regarding the issuance of a sworn auditor's certificate.

    The form of the submission regarding the issuance of a sworn auditor's certificate shall be available in the “By-law for the certification of sworn auditors”.

    An application with the documents attached thereto may be submitted in the presence of THE LZRA, by post or e-mail, by signing with a secure electronic signature.

  7. Documents necessary for residents of the Republic of Latvia recognition of their professional qualif
    Residents of Latvia who have the right to work in the profession of a sworn auditor and who want to work in the teaching profession abroad may need recognition of professional qualifications in the foreign state in which the person wishes to work. The competent institution of the receiving State may request a statement issued to the person, in which it is certified that the person has the right to act in the profession of a sworn auditor regulated in the Republic of Latvia.

    An application for a statement may be submitted by a person in the presence of AN LZRA by post or e-mail, by signing with a secure electronic signature.
